House Bill of Lading

Also known as: HBL, House B/L, Forwarder Bill of Lading

Definition

A house bill of lading (HBL) is the shipping document issued by a freight forwarder or NVOCC to their customer (the shipper) for goods that are part of a larger consolidated shipment. While the ocean carrier issues a master B/L for the entire container, each individual shipper receives an HBL for their specific cargo.

How House B/L Works

Consolidation Structure

Container (covered by Master B/L)
├── Shipment A → House B/L #1
├── Shipment B → House B/L #2
└── Shipment C → House B/L #3

Each shipper deals with their HBL while the forwarder manages the MBL.

HBL Document Flow

At Origin

  1. Shipper books with forwarder
  2. Cargo delivered to forwarder’s warehouse
  3. Forwarder issues HBL to shipper
  4. Cargo loaded into consolidated container
  5. HBL originals given/sent to shipper

At Destination

  1. Container arrives and MBL released
  2. Forwarder’s agent receives container
  3. Cargo deconsolidated
  4. Consignee presents HBL to agent
  5. Agent releases individual shipment
  6. Customs clearance on HBL basis

Release Mechanisms

Original HBL Required

  • Consignee presents original HBL
  • Agent verifies and stamps
  • Releases cargo
  • Traditional, secure method

Telex Release / Surrender

  • Shipper surrenders HBL originals at origin
  • Forwarder instructs agent electronically
  • Consignee picks up without paper
  • Faster, most common today

Sea Waybill Instead

  • Non-negotiable from start
  • No originals to manage
  • Named consignee only
  • Simplest release process

NVOCC and HBL Authority

NVOCC (Non-Vessel Operating Common Carrier)

  • Licensed to issue their own B/Ls
  • Takes responsibility for cargo
  • Provides carrier-level documentation
  • Registered with FMC (US)

Freight Forwarder

  • May or may not issue HBLs
  • Often acts as NVOCC
  • Must have proper licensing
  • Represents shipper interests

Using HBL for Letters of Credit

Acceptance Issues

  • Some banks don’t accept HBLs
  • L/C must specify if HBL acceptable
  • “Freight forwarder’s B/L acceptable” clause
  • Check L/C terms carefully

When HBL Works

  • L/C allows forwarder documents
  • Trading relationship established
  • Regular consolidated shipments
  • Lower-value transactions

Advantages of House B/L

For Shippers

  • Access to consolidation rates
  • Detailed documentation
  • Forwarder handles carrier relationship
  • Single point of contact

For Forwarders

  • Control over cargo release
  • Service differentiation
  • Revenue through consolidation
  • Customer relationship management

Potential Issues

Double Handling

  • MBL released, HBL not (payment dispute)
  • Cargo stuck in CFS
  • Storage charges accumulate
  • Resolve payment issues quickly

Documentation Mismatch

  • HBL description vs. actual cargo
  • Customs inspection findings
  • Delays and penalties
  • Accuracy critical

Release Coordination

  • MBL and HBL must align
  • Communication between agents
  • Time zone challenges
  • Clear instructions needed
